The German Empire did have colonies in the Pacific, but they were taken during World War 1, so I'm guessing it's not from then.

For the Tuvalu thing I've did some basic assessments and to take over the Vaitupu island effectively you need around 180 people(including guys like cooks, doctors and other non-combatants) and assuming they'll be non-profit volunteers $4M is the least you can spend. Interestingly enough - food, ammo, water and weapons only form like 300k out of these costs. Probably ~$10M with mercenaries.
