Sup /k/, just finished my first semester of college and I want to become a gun owner. Is the 10/22 a good rifle to start with? I've heard a lot about them. What are some good stocks to go with that won't break the bank? Essential mods?

You don't really need any mods or aftermarket stocks for a 10/22. If you fancy a scope you can eventually get one but that's about all you really need.
Extended mag release in my opinion. And 25 round magazine. I haven't done anything crazy to mine yet.
An excellent choice, bonus points if you add tech sights.
How cucked is NJ as far as gun laws go? I know they are incredibly restrictive on carrying and transportation laws.

I would just use the stock that it comes with for a while.
Some helpful mods:
Volquartsen extractor
Volquartsen or DIY auto bolt release
Aftermarket or DIY bolt buffer
Sling and swivels

I'd say Tech Sights or some other aftermarket peep sights are a more substantial improvement than half of those things you listed, though I did start with an automatic bolt release and a soft bolt buffer. You can do both of those at home with little effort. Stock and extended magazine are cool but provide little practical benefit, unless you prefer the ergonomics.

I agree, but everything I listed can be done for like $40 or less. OP mentioned budget being an issue for a stock, so I didn't want to give a laundry list of mods that could put them in a position to be waiting and saving up money to do it all before even taking the gun out to shoot. Besides, tech sights are best appreciated when you've had to use the stock 10/22 sights for a few range trips.

10/22 was my first rifle and it's awesome but if I had to do this all over again I would probably go with the henry lever action 22. I bought the 10/22 thinking I would buy a ton of accessories for it and all I ended up buying is a scope and extra mags.

takedown 10/22 and absolutely no mods other than POSSIBLY getting an optic, but just do a generic 1-6 or 3-9 scope if you must; ironsights are fine.
You can start with an AR-15 as long as it doesn't limit the amount that you shoot it (due to difference in ammo prices).

I would recommend you go with a 9mm pistol first, so you not only have a gun but something viable for home defense. .22s are more for really honing your trigger control and practicing gunsmithing, and shotguns recoil too much that you might get discouraged to keep shooting it.
