I'm in the market for a USP in .45 ACP. Just found out that there are a bunch of variants 1 through 10 that differ in controls. What's the best variant?

Sort of depends, if you're wanting to buy one new you will usually see V1s. A lot of law enforcement trade-ins are V3, and you usually won't see the others.
All of the versions are interchangeable with cheap pars. Finding a good price should be your first priority.

It costs very little to buy the parts to convert in between most of the variants. To go from V1 to V2, all you need is a right side safety lever, which is pretty cheap. To go from V1 to V3 or V9, for example, all you need is the appropriate detent plate, which costs about $4 plus shipping. There also exists an ambi (both sides) safety lever for the USP Expert which is compatible, although for some reason expensive.
The only exception is V7, which is the LEM variant. If you know you want LEM, you might as well go with that from the factory because the parts required to convert from V1 can get expensive (more than $100, all together, last I checked).
I personally like LEM, and then convert a few $5-10 springs to make it light LEM.
