Going to be an AKM type rifle. Can't decide on which one to get.

Price range is $600-$800

Help me decide. I'm leaning towards a Yugo AK, but the lack of a chrome lined barrel bugs me for some reason.

wrong again. It was designed to be a multipurpose intermediate cartridge to allow higher magazine capacity, higher rate of fire, and to allow the average soldier to carry more ammunition while maintining a lighter overall weight.

4 MOA out of a service rifle intended for squad suppression and the ability to carry a high volume of ammo at minimum weight costs is excellent.

I guess you could say "it is accurate for a service rifle", in which case you would still be wrong, considering the accuracy of most other service rifles is way above that of the AK.
You could say "it is accurate enough for a service rifle" or "it is accurate enough to do what it was designed for", in which case I would agree with you. But that is different than the general statement "it is accurate" or "it is accurate for a service rifle", which are measurably false.

I have no idea where you are getting those numbers, but from my experiences you'll get ~3-4 moa out of a decent AK and ~1.5-3 out of a decent AR. Spend 1500$ on each and the AK will shoot about 2 moa and the AR will shoot at or under 1.
I wouldn't consider 4-6 moa as accurate from any rifle, although I would consider it passable in a semi-auto that doesn't cost more than a grand.

avoid most American-made AKs, including:

Palmetto's AKs seem to be fine.

You only really need a chrome-lined barrel if you'll be shooting a lot of corrosive ammo, there's not a whole lot of corrosive 7.62x39 lying around these days. It's good to have though, because it makes the barrel last a long time. Black nitrided barrels are also good.

Vepr and those other brands are absolutely worth the money, though. They're the best AK on the market and they'll last forever.

I completely agree with this.
I don't own a Saiga anymore, but those are great rifles, own both converted and unconverted Veprs and an SLR and they are fantastic rifles; never had a problem with any of them.
Normally I stay away from American, but I am about 2500 rounds through a PSA and so far so good. Only issues is that the magazine catch was a bit tight from the factory. Some time with a file fixed that right up and it's been 100% at the range. I really like the blued finish on the PSA AKs, it gives them a distinctly western look that looks and especially feels different than any AK I've dealt with before.

A lot of the parts are made from cast steel, which is weaker than the forged steel used in foreign-made rifles. So they are more prone to (catastrophic) failure.
