If your talking about the rock pit further down the road then yea they shut the gate after the state found out someone cut the lock with a torch to get cars up there. b But i havnt seen anything that suggests the shitty baseline road spot is shut down or even if people care if it ever was or is

There is a sultan spot that is still 100% legal to shoot at. I've spoken to a sheriff deputy about the spot and I've spoken to a few guys who have done the same. There are spots all up sultan basin road that are closed to shooting, they all have posted signs stating so.

The popular spot had no signs and is legal.

I went in looking for a mossberg patriot in a specific flavor, and this punk-looking mexican kid was behind the counter. He said their supplier had it, but for like $40 over MSRP. I then told him Anacortes gun shop had it for $100 less than MSRP, he said "oh well, sorry man", rolled his eyes, and left the counter.
>>
>>32321336
ya I'll stick to the sultan basin spot, it goes out to 100y and isn't too far a drive for me.

>>32321341
Adventure sports is stupid overpriced and I've never been acknowledged by the staff the few times I've been. I will say they have individual springs and roll pins for ar lowers and only other place I've seen with them is wades in Bellevue, which is a drive for me.

At Lynnwood gun I had a problem with a transfer (long story and don't want to get into it) and they were very rude during the entire process. This was after I had bought a few rifles and a bunch of ammo in the past. The black guy, can't remember his name is nice tho I will say. Last time I went in some young guy was behind the counter and he didn't know much of anything

i honestly dont understand the law. why would they make it and then not even enforce it?
i think they should do away with it to be honest. Washington and oregon are going down the same path as commiefornia and its making me wanna get away from guns
>>
>>32321528
different gun shop anon here.

it's the WA state pistol form. any handgun you buy from a gun store has a separate form that you fill out that the dealer will fax to either conduct a bg check on a handgun buyer who doesn't have a CPL, or simply to notify the LEO in the buyer's jurisdiction that he has purchased a pistol if he does have a CPL.

if you have a CPL, it allows you to bypass the waiting period to purhase a pistol in WA, and go straight to the federal NICS check like on a long gun. at that point, the pistol form is only filled out as a formality to notify the DOL & LEO of a handgun purchase.

of course you have to be 21 to buy a handgun from an FFL and stuff.
>>
>>32321552
thanks for the answer. just to clarify
no cpl means pistol form-10day wait-nics check

cpl means pistol form and nics check on same day and walk out with handgun?
>>
>>32321524
What you mean?
>>
>>32321521
also forgot a few things

>have to deal with people who havent a fucking clue how to do a private sale and cant be fucked to do their own research (like come on its not difficult, how is running a NICS check confusing)
>have to explain to paranoid guys that no, we wont write them a bill of sale and its on them to do that
>have to continuously explain that we simply do the background check and facilitate the sale we are not going to assist in it (including fucking bills of sale fuck off with that shit goddamn)
>have to also explain that I AM NOT GOING TO GIVE A FUCKING COPY OF A 4473 OR PISTOL TRANSFER APP, AND NO, YOU ARE NOT ENTITLED TO ONE, FUCK OFF ALREADY REEEEEEEEEEEEEEEEEEEE

>>32321528
AKA the "not a registry" registry

its a piece of paper (now electronically filled woo! /s) with all your info on the 4473 (plus phone number, occupation, some other shit) along with all the gun's info (again, more info than what is on the 4473) that gets sent to your local law enforcement and the DOL every single time you buy a handgun, they keep saying its not for a registry, but it definitely is, otherwise there is no point in keeping info such as barrel length or your occupation, there is no other explanation for it. And to boot the DOL put like $5 total into the website's budget so its slower than shit, will randomly go down, will randomly go down (BUT THIS TIME FOR MAINTENANCE), will occasionally not save the application (so you have to restart it). And because we have to send it to your local LEO, finding smaller department's fax numbers can be a pain in the ass. And if you dont have your CPL you dont get a NICS check from us, just the pistol transfer application, which can take forever to get back if youre in an unincorporated part of a county, anywhere in pierce county, or in Seattle.

>>32321544
>why would they make it and then not even enforce it?
its an unenforceable law
>>
>>32321569
>no cpl means pistol form-10day wait-nics check
one thing i have to reinforce CONSTANTLY is 10 BUSINESS days, weekends and holidays dont count, you wouldnt believe how many times i have to explain this, and i still get people calling me TELLING me its been 10 days and i need to give them their gun (hint: it hasnt been, and i dont have to)

>cpl means pistol form and nics check on same day and walk out with handgun?

as long as you get a proceed yeah, if you really really want a handgun before you get your CPL go ahead and buy it, go through the wait on the pistol, get pistol, then receive CPL in mail, CPL wait is ~1 month

briefly though

>with CPL
>fill out 4473
>do NICS check
>fill out pistol transfer application
>if proceed: transfer that shit immediately

>without CPL
>fill out 4473
>fill out pistol transfer application
>send pistol transfer application to LEO
>anywhere from 1-10 business days receive response
>if proceed, transfer that shit, submit pistol transfer application on website when transferred

>>32321603
the shop i work at only allows the buyer to pick up the gun on the 11th BUSINESS day, starting the BUSINESS day after the check is initiated, ONLY if there is no response from the LEO for the BG check. fyi the 10 business day thing is just something enumerated by law per 594, and refers to the maximum legal amount of time it takes for the bg check to clear at the LEO. if we get a response back before the 10 BUSINESS days are up, we usually call the buyer and he can come pick the gun up no problem.

How many people actually bother with this paperwork bullshit for private sales? I moved to WA a few years ago before it was enacted and bought a rifle without doing it but nothing since. I'v never done paperwork for fucking private sales in any of the other states I've lived in and I won't start now. If I replied to some classified listing would the seller most likely insist on it or do they not care, like whats the general attitude and would I seem like a criminal/police entrapment scheme if I asked to do it just with cash and no papers?

I know its a tired rant but the fact that gun owners voluntarily comply with shit like this, something that seems almost impossible to be monitored is infuriating. This is the reason politicians can keep passing more and more restrictive laws, because they know people will bitch and moan but comply anyways.

It reminds of how in AK building threads here and on other gun forums all the wienies will frantically ask whether their build is 922r compliant and coming up with retarded parts count calculators for a law that is literally impossible to prove is being broken and that no one would care about in the first place even if it was out of compliance.
>>
>>32321808
It wouldn't be so shitty if it didn't mean that gun shops have to inflate the price on transfers to be able to make any money. If they opened up NICS to private use I might be fine with it, I'd like to make sure the guy I'm selling shit to isn't a felon anyways, but it shouldn't be a law
>>
>>32321668
>11th BUSINESS day
which is the law, 10 business days have to pass, transfer on 11th if no resolution from NICS, if no CPL cant transfer until resolution received

on day 10 we contact LEO's and see wtf is wrong with them, every time we get the proceed in 5 minutes, so its them seriously just being lazy

Technically there is no waiting period in WA.
There are two background checks performed when you purchase a handgun in WA.
The NICS check and a state level check specific to handguns. The NICS check I'm sure most already know about, but the local check is a little different.
>state must process the local check in a reasonable period, iirc they have a legal mandate to so within something like 5 days and by that point it MUST return a result be it GO, NO GO, or DELAY
>however, the seller has no legal obligation to hold the firearm for any period and can release it to the purchaser assuming they passed the NICS check.
doing so may result in a headache if the purchaser fails the state level check so most businesses either refuse to give you the handgun until a GO comes back or they self impose a 5 day holding period so some jackass isn't wasting their time and patience by calling them every day to ask if the check has cleared yet
>a current CPL that has not been rescinded and is provided when you are purchasing the handgun will immediately result in a state level GO effectively waiving any of these pseudo-waiting periods
If I was buying a handgun and the FFL refused to let me leave with it that day possessing a CPL, I'd take my business elsewhere.
>>
>>32320413

No registration if home built into a gun that is not sbs, sbr or full auto.

Throw a serial number on it if you are transporting it. Just in case you get pulled over and the cop don't know about homemade guns.
>>
>>32324613
the 10 business day hold period mentioned by the previous anons is law since 594 passed. some businesses will not release without a response, but where I work, we just follow the law, and if we don't get a response back in the 10 bidness days for a NICS delay or non-cpl transfer, we just release the gun. iirc the federal maximum is 3 days, but 10 business days IS law in WA now.

you also still have to pass the NICS check if you have a CPL senpai.

He's the typical guy who when you go in to look at a specific thing will go "no you don't want that, you want THIS!" as he pulls some gay deagle brand deagle tier meme gun out trying to sell it to you when all you wanted was to look at a glock or something

>you also still have to pass the NICS check if you have a CPL senpai.
I don't believe I stated that you did not need to.
Do you care to cite the 10 day waiting period because if they simply doubled the allowance granted the state to perform the state level check, there still is no waiting period. I read through the 594 revisions to the WACs and I don't recall seeing a concrete waiting period mandated by law.
Forgive me for not taking retail counterlickers at their word.

NEW SECTION. Sec. 4. A new section is added to chapter 9.41 RCW to read as follows:
Code Rev/AI:eab 10 I-2745.1/13

Except as otherwise provided in this chapter, a licensed dealer may not deliver any firearm to a purchaser or transferee until the earlier of:

(1) The results of all required background checks are known and the purchaser or transferee is not prohibited from owning or possessing a firearm under federal or state law; or (2) Ten business days have elapsed from the date the licensed dealer requested the background check. However, for sales and transfers of pistols if the purchaser or transferee does not have a valid permanent Washington driver's license or state identification card or has not been a resident of the state for the previous consecutive ninety days, then the time period in this subsection shall be extended from ten business days to sixty days.

http://app.leg.wa.gov/RCW/default.aspx?cite=9.41.092

again, you need one or the other; you either need to pass the check via the LEO non-cpl bg check on a pistol, or get a response back from the NICS during a delay to take the gun home before the 10 days are up legally.

the ten day "waiting period" is a buzzword that makes it easier for fudds to have to wait. i loathe having to use that term when explaining non-cpl purchases to people famalam.
>>
>>32326286
not the anon you are talking too but if i pass the federal check why cant i leave day of with it? doesnt part 1 of that say i can
>>
>>32325284
>If I was buying a handgun and the FFL refused to let me leave with it that day possessing a CPL, I'd take my business elsewhere
also forgive me for misconstruing, but this is why i brought up the CPL. you can still get a NICS delay with a CPL, and that means a gun store still can't let you leave with a handgun on the same day.
>>
>>32326346
you can leave same day with a handgun, if you get the proceed with the federal NICS check, and if you have a CPL. WA shops do not require a CPL for a same-day nics check.
>>
>>32326381
with no cpl i have to wait the 10 days no matter what then? do they do the nics check on the day i purchase or on day 10 when i come to pick it up?
>>
is it possible to start the 10 day check 10 days before my 21st birthday so i can walkout with it on my 21st?

>>
>>32326402
no, only if no response is given by the LEO in your jurisdiction. read >>32326286

like i and the other anon said, it is not technically a waiting period; it is mandated by law, but if we do get a response back before the ten days are up, then you can pick up the handgun sooner rather than later.

Also fuck this state honestly. Gun laws are turning to shit, seattle is a shitshow, all the woods are so dense you cant actually do anything cool in them. Eastern part of the state is ok but sort of asshole. Mountains are trash-tier too. Honestly I try to like it here but man Colorado is so much better. I really miss hiking to 10,000+ ft and shooting in the alpine tundra 400+ yards.

I personally have a membership at the Tri Cities Metallic Silhouette Association.
They have a website. I suggest you check it out.
200 yard range, two clay throwers, bench rests, and some ghetto-ass archery hay bales.
The biggest perk is that its dirt cheap. Somewhere in the neighborhood of like 80 or 60 dollars yearly.
No RO's unless you go to their shooting matches.
The people aren't that bad there. You will get a few serious fudds though.

One thing I don't understand since 594 passed -I know you were able to privately buy a pistol if you were under 21, but not from an ffl, but since 594 passed you now need to transfer your pistol through an ffl, my question is this: if I am under 21, can I still privately purchase a handgun even though I have to transfer it through an ffl, or will they not let me because it somehow counts as a sale for them? I haven't asked any gunshop employees, and haven't tried. Anyone have any insight?
>>
>>32335192

Do ppl actually follow 594? Every one I know that's into guns, still just does private sales the old way (Even a few of my Leo buddies do it too). Plus didnt a lot of police agencies come out and straight up say they wouldn't even enforce that shit?
>>
>>32335181

Helps if you give a location of where you're at, this way you won't get suggestions for places that are to far away.
>>
>>32335164

Oly fag here. How you liking the snow?
>>
>>32335192
I594 had the side effect (intended or not) of making it so effectively the only legal way for a under 21 year old to get a handgun in WA state is from a gift via direct family (mother, father, brother, etc). That being said, finding someone to sell you gun without a transfer can be difficult, I always transfer when doing armslist cause I don't know these fuckers. On the plus side once you are 21 you can get your CCL very quickly and then walk out of the store with your gun.
>>
>>32335192
Pretty sure you cannot, because it counts as a sale through an FFL.
From what I have researched, the only way to legally get a handgun is to have an immediate family member gift you it.
Making a federally licensed dealer run the check and transfer would de-facto make it a purchase through the government.
I-594 is a hot steaming pile of dog shit.
