What causes this and does it cause chambering problems?

That's usually the start of case setback but a lot of target rounds just look like that. It happens when the round is chambered frequently.

totally fine as long as it's not 'bulged' ie bigger than the rim of the case.

Brass casings expand to fill the chamber when the round is fired so the slight inconsistencies don't matter. Bulged casings on the other hand wouldn't full enter or seat properly in the chamber, resulting in a failure to return to battery

9mm is a tapered cartridge.. It's very slight.

9mmP is a slightly tapered case. The rounds that I reload have this. However not so much as in the pic.

Currently have a box of 124g Speer gold dots that also have it.

reloading I take it? well for starters 9mm is a tapered case so it will show bullet bases much more than other straightwalled pistol cases. secondly your dies size your brass a bit smaller than factory new brass. As long as the bump is consistent you are fine. If it bulges more on one side than the other than you are seating your bullets crooked. maybe too much case flare causing a crooked seating.

a lot of factory ammo producers do a post sizing of the entire round to ensure chambering in any firearm. Its not uncommon to pull factory stuff and find it .002-.003" under sized. by the way never buy or use a lee "factory crimp die" for a pistol caliber. they will only damage your bullets.

holy fuck balls back off the taper crimp m80. you only want to remove any belling you put on the case to seat the bullet. crimping into the side of a bullet without a cannelure will only decrease neck tension. the mouth of a loaded round should mic in at bullet diameter plus case wall thickness(x2).
