Because there's a huge emphasis on 'humane killing' in UK hunting, from the government level on down to organsations and individuals. Everyone is so fucking anal about hunting, they try to turn something simple like killing and animal and butchering it for meat into shit that requires certification, training, and loads of bureaucracy.

Also couple that with the fact that policy and public opinion rides on the backs of people who have barely ever stepped off the concrete, let alone hunted or understood animals, so to them bows are archaic and cruel; more so than hunting already is in their minds.

The actual reasoning behind the 1965 act is thin on the ground, but it probably boils down to perceived cruelty, with bows being seen as less efficient at dropping deer than a rifle, and poaching, as something quiet and cheap (relatively speaking) is easier for poachers to acquire and use.

In reality, they are probably both moot points: Plenty of people hunt game all over the world with powerful and accurate modern compound bows with no undue suffering for the animal. UK stalking licensing produces good deer stalkers, so why not do the same for bow hunters? Arguably, under "fair chase" its a more acceptable to use a bow than a rifle in the eyes of some. Also, it doesn't really make much difference to poachers, as a poaching ring near me was busted for using crossbows, so they had no qualms about breaking another law if they planned to poach anyway.
