3" guns are very common and this is one of the best. High rate of fire, decent effect on target per shot, small enough to fit on anything you want, and extremely common with lots of ammunition to choose from and international support. All for a decent cost.

Because a 10-15 mile effective range on something with enough punch to kill a frigate or corvette in 1-2 hits that's accurate enough to nearly guarantee a first round hit at 10-15 miles is pretty fucking handy to have on smaller combatant craft.

That's not really unusual. India & Russia collaborate on projects all the time.
Because its a reliable design, has an amazing rate of fire, its light, its cheap and you dont really need something bigger.
Other than shooting at practice targets, what are you going to do? Sink the occasional pirate?
