They sanded the tips down until it exposed the lead core. Somebody on YT did a test and it worked quite well, iirc.

No amount of air force that can be generated by natural environments, and velocities obtained by 7.62x54mmR could ever actually deform it to expand in the barrel, unless OP drilled something like a 7.2mm diameter hole 28mm deep or something.

While you're absolutely correct with that, if too much of the tip is taken off there is the slim possibility that the core and jacket separate with the jacket staying in the barrel and leading to a KB/bad shit in general.
