Circled are cams, the arrow is about where the bar pivots. The left cam will pull the right trigger and vice versa.

It's on a center pivot. The cams lever it one way then the other, and the rifles fire in an alternating fashion.

The ATF defines machine gun as pretty much whatever they feel like at any given moment.
