why can I can shoot my pmr30 very accurately, <3" groups @7yds and about 9" groups at 30yds
And with my subcompact 9mm i can barely even shoot what you'd call a group, about 9" at 7yds and cant even hit a pie plate at 30yds.

You need lots and lots of dryfire practice focusing on good trigger manipulation and sight picture alignment. Bear in mind that a subcompact is going to be more difficult to shoot at range due to the limited sight radius.
