Nope, both Russia and US consider their orbital assets as a part of nuclear forces and attack on them will lead to nuclear response. GPS and GLONASS may be jammed on your theatre of war (hypothetically), but no physical attack on satellites.

Depends on type of satellite.
Spy/Radar sats are the easiest to hit, they fly in low earth orbit and are easily within ASAT range.
Communication satellites are higher up. You can't get at them with SM-3 or the chinese equivalent. You'll need a pretty big ground launched rocket to hit them. A converted ICBM probably does the trick. However, the last thing you want is to look like you are launching an actual ICBM with warheads and not a booster to put a kill vehicle in orbit.
GPS/Glonass satellites are too high up to hit with any kind of ASAT in existance. You need a big liquid fueled rocket, and a hunter killer satellite payload. They are going too fast to intercept outright, but rather, you put your own satellite into a close orbit and maneuver for a collision. That process takes days to finish. It's much easier to jam the signal.
