Here's what you do:
Move to Dutchess for a year. Butch refuses to issue anything other then full carry permits and the process is relatively rubber stamp.
Then move back to NYC. They are legally bound to issue you the same type of permit you already have when you change residence.

There is a weakpoint here, however. They are allowed to alter your permit if you buy another handgun, so make sure you have every handgun you want before moving back.
