US intelligence isn't segregated that way. It all goes up to the DNI. The documents in Abbottabad, where bin Laden called Iran the main logistical hub of al-Qaeda, goes around to everyone for example. Inter-agency coordination is extensive, unlike, say, in Russia, where it's heavily segmented.
Whatever credibility US intelligence has (and you can argue it's more or less), it's more than the nothing you are bringing.

But that's not what exceptionalism means. Exceptionalism means we are not governed by the same laws as other nations throughout history. It is wishful thinking that preys on your sense of patriotism. American exceptionalism classically means that america is inherenty unique(geographically, demographically, govermentally), with no inherent superiority.

Now, i take the neoconservative post cold war view that due to being the worlds sole superpower, it is now (but not inheritly, though merit) objectively superior. I view it as objective fact due to a combination of its nuclear and conventional military power, economic clout, and cultural spread.

It has nothing to do with laws or moral standard.

US involvement in the Soviet-Afghan war or Soviet involvement in Vietnam is the exact same thing Iran did in Iraq post-invasion and nobody accused the US or the USSR of actively participating in attacks in those two conflicts.

Im not. USSR was directly responsible for US deaths in veitnam, and was an active participant. They have people in country, supplying and aiding the enemy. The same for US in to the USSR in Afghanistan.
