Cheapest .25ACP at regular price is about $.25-.35 per round. That's about the same as 55gr 5.56.
That aside, I don't know of anyone who makes a rifle in .25 but I'm sure you could design one around existing platforms and have it made. I can think of about 3 ways you could do this but all are hilariously stupid and would involve taking guns, spending lots of money on them and making them worthless.

Expensive, low availability, few options for type of piss poor ballistics, underpowered. I'm not sure that the one advantage over rimfire even begins to make up for its many, many disadvantages - especially as an attempted rifle round.

Stock isn't the greatest; in fact it's pretty shit, but still workable. 32acp can be had for $11 a box if you're lucky. LAXammo sells the fiocci for that cheap but they're usually sold out.
I like mine.
Tim Mullen, a gunwriter, summed it up pretty well when he said that the problem with the .25 was that it was neither big nor fast. Although the idea of a .25 magnum going in the speed neighborhood of a 5.7 is kinda intriguing, there is no market for it nor is there likely to be.
Another point: good friend of mine once told me he thought that a Stevens Crackshot in .25 would be a great small game rifle(and I sorta agree) but we probably won't be seeing that either.

I've also looked for something similar. A manual action rifle in a common pistol caliber for subsonic rounds I couldn't find anything really. Closest I saw was a 22 tcm rifle converted to shoot 9mm.

conveniently, a lot of 7.62mm barrels are built for bullets .311-.312", same as .32acp, so you could re-chamber a barrel blank or cut a good section off a demilled rpk barrel or something.

Velocity and ft/lb figures on .22lr boxes and websites are done from rifles.
Shoot good .25 ACP and good .22lr from the same length pistol barrels and .25 ACP matches or outclasses. The anemic mythos surrounding .25 ACP comes from folks using junk target ammo in SNS guns.

The .25ACP was developed as an alternative to .22LR back in the day when firearm and ammo reliability weren’t what they are today.
