US was coming off it's most pro-navy president in 40 years. Soviets were on the verge of collapse and were already having trouble crewing and maintaining ships.

These were Russian estimations by the way (from the late 70s where the Soviet navy was at the peak of its relative power). They fully expected NATO to ream their fleet seven new buttholes. The point of the Russian navy was to inflict enough damage on the Allied navy to prevent them from being able to operate in Soviet waters outright after it was over. Land based defenses were the expected line of defense against seaborne threats, and they much preferred the threat to be missing a large chunk of its anti ASM and SEAD prior to that.
They also had dedicated land defense subs strictly used to patrol the home waters. They were powerful, but few in number. Thinning out the ASW flotilla would make them a significant force multiplier rather than an asset operating suicidally.
