That's a good example of an improvised method.

Instead of the hook, you have a harpoon head outside of the barrel with the shaft down into the blank. Attach some rope to the head of the harpoon, and you'd have the same thing.

You'd probably need to keep the weight of the shaft + head pretty close to your 1 ounce basic benchmark, so to be 100 percent safe. Aluminum arrow shafts of 30"+ should keep the weight way down but also provide enough strength so that it doesn't snap when the critter you've harpooned runs.

You could easily affix a spear fishing harpoon to the arrow shaft.
