It just seems weird to me. Why take a risk on a shrunken conventional conversion of a new unproven design instead of an expanded version of a proven design with the German 214, or the upgraded Li battery version of the Soryu.

I can only presume that there was something in the technology transfer or industrial offset that was better than the alternatives.

Thats a funny way to try to avoid saying "over the Horizon being completely incapable of of the level of air defense the UK wanted from their air defense destroyer."

They wanted a destroyer that could throw a bubble over an entire force, not just a "certain direction of the frigate", and have much more precise targeting information. Thats why they went with the dual-sided AESA they did, as opposed to Horizon's smaller, single sided PESA. As described by the journal of electronic defence:

"The compromise which largely solved this problem was the adoption of a standard radar interface which allowed France and Italy to install the EMPAR radar and the UK to install the more capable SAMPSON – the SAMPSON radar has a higher data rate and an adaptive beam that allows a greater ability to track multiple targets, long-range detection of low-RCS targets, a lower false-alarm rate, and overall higher tracking accuracy."

They also knew they wanted to go to BMD in the future, which Horizon has no supported radar for. (And no, the S1850M is not BMD capable, not until the new version which Horizon doesn't have.)

They also wanted to push for better mobility, hence going IEP. The "issues" are literally F-35 tier of over-reported. They've had 95+% availability across a decade of service now, and the "problem" can only occur during peacetime engine operation anyway. It has to be moving in economy mode, with only a single WR-21 active and no additional diesels running for it to occur. ie - Only when in peacetime fuel saving mode.
