Usually all firearms are test fired before they leave the factory to make sure they work properly. That's probably some wear from the test fire.

I wouldn't agree with the term fouling (just because people tend to associate that with combustion byproducts), but it is just copper and brass. That rail and foot rubs along the top round in the magazine, there is some transfer. It is normal.
