Not only this, but game-wise the IG are generally portrayed as the relatively low-tech, no-frills underdogs. It's been part of their appeal since 2nd edition, particularly since they're usually fighting crazy shit like Space Marines, thousand year old alien monsters, and literal killing machines.
If they weren't actually a competent, relatively powerful military organization, the Imperium would have collapsed a long time ago. I stopped playing the game back in late 4th edition so this may no longer be canon, but original IG lore was based around them being drawn from the top 10% of the local PDF and then sent for additional training and equipment as they were organized into the Guard proper.

That's pretty much the case still, at least as far as fluff goes. Shit only seems to go poorly for them when the IG has to kowtow to planetary governments or uses specialist units improperly.

It's actually a bit optimistic. 40k assumes humanity gets its shit together and creates a government that survives 10,000 years and everyone still has guns. Living standards vary, but the fact we somehow hold back the universe's worst horrors is no small achievement.
