Unfortunately there are only a few options that are even remotely possible as allowed by international law and even those are very costly.

All natural forming land is claimed, so finding an uncharted island isn't going to happen. Even shelf floors connected to a nearby continent or land landmass are claimed. An Aussie dumped a few metric tons of sand on a reef to make an island, only to get the boot from the East Timor Navy claiming they owned said reef.

The few options available would be; Sea Steading in conjunction with farming, Sea Steading in conjunction with creating a ship based escort PMC, creating a PMC in an area with limited government control and lax gun laws, Sea Steading in conjunction with desalination fresh water farming.

Its a fun thought but the African Union would likely get passed and intervene. There was a good thread earlier this year about a smaller African Nation invading a larger neighbor. Using Paratroopers and basically a Blitzkrieg they took over several main airfields and strategic points in less than 24hrs. They had effectively disrupted lines of supply and communication to the point that they could have seized the capital if an impromptu coalition of neighboring African neighbors hadn't intervened.
