bitch, I spent 14 months trapped in a company arms room dealing with 100+ retarded Infantrymen doing dumb things to their weapons. lack of blueing was the last of my concerns. The FSB (forward support battalion) that did 30 level maintenance on all our weapons couldn't do that, and I doubt the 40/depot guys on Hood could have reblued anything. Turning in a single, let alone multiple "unserviceable" weapons is a paperwork nightmare that requires navigating some byzantine set of supply regulations and getting approval and signatures from everyone, and if even one of them want's to play penny pincher or is in a foul mood because you are bothering them, it wont get approved.
