They're not voted into law, and as such the EU doesn't "want" anything. The anti-gun lobby wants something (ironically spearheaded by a delegate from a country which is Brexiting).
As long as this shit hasn't made it through the european parliament and through local parliaments, it's not set in stone. The wording has changed numerous times now and the actual proposal (aside from the commissioner's claim) allows for huge leeway on the side of the member states as to what is or isn't allowed.

The previous proposals got blocked because specific member states saw their rights threatened. So now that they made the proposal even stricter, do you think it'll magically pass?

But the thing is that the law isn't always just.

But there are other ways around the issue, like saying you lended the firearms to a certain someone, and the certain someone told you that they lost the guns. You're under no obligation to reveal the identity of the person, and it's up to them to prove your guilt.
