no. a garand was made for different applications than modern assault rifles. the garand is like a mix between a battle rifle and an old bolt action service rifle. the garand was made in the ww2 era and in that time battles were fought way different than today with M4s and AKs, so 5.45 or 5.56 wouldn't have really made sense at the time unless they changed everything, and instead of the US changing everything, they made probably the best rifle for that time period (outside of later battle rifles)

It was originally meant to be in a lighter and thinner .276 cartridge which would have fit 10rds, but the army didn't have the budget to get new .276 machineguns to go with it (and they already had large stockpiles of .30-06), so that idea was dropped, as much as the .276 impressed the Army Ordnance Board.
