Japan only built 94 of the fucking things, which means development costs had to be distributed among a very small number of airframes.
Then there's the fact that they boneheadedly demand that a proportion of the parts must be domestically produced, and Japan simply did not have established suppliers and subcontractors that had the tooling and expertise to make fighter jet parts, so a lot of those parts had to have tooling made for very small runs, which means very expensive parts.
Japan does this all the fucking time, the Howa 89 costs the Japanese government like $2000 per rifle, for something that provides basically no advantages over your bog standard M16. Why? Because domestic requirement; the armory that make the Type 89 only make enough for the JSDF, there's no civilian demand for the Howa so they load the entire cost of the factory onto the ones the government buys.

I know about offset agreements, but the dumb one about that is that Japan chose the dumb parts to make and wanted a very large portion (60%).
They spent a ton of money getting the composite wing surface right, then never used the technology again because they stopped building planes that justify that kind of expense.
