Depending on the group, Spetsnaz can range from very skilled to average. They are undoubtedly tough and well trained, but have suffered from incompetent leadership and poor planning that tends to get operators and hostages killed. Russian values of human life are also different, which is why their modus operandi is get out the civilians, then level the building. Western SOF units tend to have more cincern for property and human life, leading to a difference in how hits are conducted.

Russian troops are by far better than anything western trained. They're not cry babies with safe spaces, they're actually men.

I'd assume that with the influx of new skills and tech, these units could most certainly become one of the top tier SOF units on level with the SAS, SFOD-D and DEVGRU. Again, they are not necessarily terrible units, they just lack leadership and the level of training most Western units get.
