What are the laws currently preventing H&K from exporting lots of affordable MP5s to the United States?

Germany has a worse version of ITAR. AFAIK Germany requires prior authorization even just so blueprints can be exported, and this includes a companies international manufacturing facility. Naturally the German gov is anti-fun or at the very least anti civi firearms ownership so they cockblock H&K.

Also H&K got fucked hard twice by US laws. Both during the 89' bush import ban and the 94' ban H&K had stock meant for civilian sales coming into port that had to be turned around and sent back at a massive loss.

HK does a lot of civi sales, it's just all pistols. The big reason that they don't sell more stuff is that the last few times they tried to do so, they got complete and utterly fucked by new import and gun laws that came into being right after they started sales.

Then when you look at how terrible the SL8 did (I think due mostly in part to them not understanding the civilian market due to a complete absence of such a thing in Germany) and HK has pretty much given up on the civi market outside of pistols.

There has been some talk recently of them putting MP5s back up for sale in the states, but they are also going to cost an arm and a leg (I've heard that 2000 is at the low end of the price point) from what I hear. That further reinforces my belief that they don't understand the market since there are now plenty of quality MP5 clones out there now that go for much less. Yea sure HK fanboys will eat that shit up, but I don't think there will be enough interest to make it worth their while in the long run.

Those were government military contracts. That's how PTR got their tooling too, they got it from I think Portugal or something. The German government will allow military contracts, not civilian ones. It's the other countries selling off their tooling and specs years later that allow small start ups to buy the stuff and sell for the civilian market.

That's a really good question. My guess would be since the platform is so old it's basically public domain or at the very least H&K doesn't care enough to try and sue Zenith. The big thing is those guns aren't marketed AFAIK officially as MP5s or in any way related to H&K as a company. Same reason Aramlite/Colt isn't out trying to sue everyone and their grandmother over AR parts right now.

IIRC the patents on the MP5 expired quite a while ago, so there is nothing stopping anyone from making them other than the huge cost of make the tooling from scratch.

There are a handful of small/custom shops in the US that make MP5 clones, and PTR is supposed to be putting out one of their own sometime next year as well.

I can confirm that MP5s are on sale again in the United States. I saw one a month ago at the gun show and it was 2,600-2,800 bucks from what I remember.

You can take this information as false if you want to, because I don't feel like getting on my phone to upload the photo. But the SP5k itself came in a big, black pelican case.

Yea, nah fuck that. For that price I'd go for a Zenith of POF, or hell maybe even take the risk on an Omega. Then I can at least use the money I saved to SBR it and put a can on it, two things that are impossible to do with the HK.

I've actually gotten to handle and shoot a Zenith gun, and they are really quite nice. I've heard some of them can have messy welds, but the one I shot looked fine and ran flawlessly for the several hundred rounds I saw put through it.

Honestly? Supporting PTR is probably the best option, and they don't fund terrorists.

They make a good battle rifle (for $800 it's pretty hard to beat, certainly more affordable than paying collectors prices for a HK91), they make a 7.62x39mm rifle, and they're looking at 9mm (MP5).
Eventually they'll probably start looking at .223 and .300 (though it might take a while).

Otherwise you could have your own built from a custom shop, but it'll probably cost more.

Optionally sell it with original barrel length but without a stock, then it's a pistol.

Apparently before their little financial SNAFU, they were looking into doing an HK93 clone, but after they almost went bankrupt they pulled back and focused on just the 91 series. Now they are looking at doing MP5/94 clones. IIRC they said that if those did well, then they would go back to looking at doing a 93 series gun.
