If Europe cucks completely to the Arab spring I would welcome a Russian attack. Though if it actually did materialize I imagine the first 2 waves would bee expendable mothballed T-72 variants because the tactical nukes would surely be deployed in that event. Following that more mothballs and finally T-80/T-90 all with coordination from all branches. There aren't enough hellfire missiles to stop the Red tide.

How many of them can ever be restored to combat effectiveness again?

It seems that the Russian armed forces look good on paper, but in reality they kind of suck due to decades of neglect e.g. barely functioning aircraft carrier, lack of equipment for infantry, mothballed/rusting everything etc.

Perhaps the Russians should trim down on old useless tanks in storage, get rid of conscription, and focus on developing a smaller, more professional force (are they doing this currently?).

When you consider that some ~12,000 usable tanks can be brought to working condition in relatively short order (compared to building from scratch or heavily upgrading ancient mothballed tanks) - That's fairly impressive.
