According to every book every written about this sort of thinking, you generate an unstable front that you'll eventually end up having to engage anyways.

But for the sake of fun, let's roll with it!

Let's use Syria, specifically Aleppo as our experiemental zone. Let's then use Russia as the primary facilitator of this outbreak and local Syrian forces as the primary containment forces. Naturally, Syrian and Russo forces would be aware of the true nature of events unfolding and would be entrenched and in place to sustain the turning tides.

Steps:
1. Barrel bomb or air drop the vector. Something that will infect a large enough number to garuntee an exponential effect. I recommend a hospital or marketplace.
2. Ensure the pathogen (virus) has an incubation period that allows enough time for patients to be collected and semi-dispursed. Some will be gathered at hospitals, others will go home with symptoms
3. Hold the line and watch the fireworks. Containment would be paramount and the amount of effort focused on the mop up operations following the conclusion of the pathogen reaching peak performance would need to be complete beyond the shadow of a doubt.
4. It would be a one time thing, but it would also open pandora's box for terrorist use. Hadji learns fast and he likes to use new toys against new enemies.

Personally, I doubt that the Syrian Army or Russia could contain such an outbreak. Usage of the pathogen would likely be relegated to backwoods, small scale insurrections in China's western regions where geography can be used in assistance.

I'm actually surprised more /k/unts aren't having fun with this idea.

Even if the plan does end up being successful, what do you do with the rabid soldiers then? Do they killed off with their by their own soldiers? Would you have to waste time and resources trying to round them up for later?

If you're not allowed to use the rabies soldiers for regular soldiers, logistics or general civilian industry, maybe. I can't imagine them hurting the enemy in any meaningful way, but being charged by a horde of naked men who try to bite you might be demoralizing.
Basically any other way of using them would be more effective, though. Like, have you considered NOT deliberately infecting your own fighters with disease? I think that might really boost their combat effectiveness.
