That is true when the most armor was expensive and most people had little of that stuff.

But when armor became more and more prevalent... well slashing a chain-mail hauberk isn't effective. In the viking age when only the rich or experienced had chain-mail swords were good.

In Greece-roman times when most guys had only shields for defense and armor had lots of holes to stick a point into, swords are useful.

The more armor there is, the less useful swords are. Guns made swords useful again.
