So after they build this second carrier, there will be a 3rd conventional ski jump carrier that will be a half-sister of the Liaoning. The Admiral Kuznetsov has been in service for thirty years. That time was filled with operation as well as general neglect after the fall of the USSR. She has had a busy life and being the only carrier the Russians have, there's no cycling ships between operation/standby/maintenance.
On the other hand, the Liaoning also went through even worse neglect, but she also got a new life in the PLAN. The Chinese tore apart everything and rebuilt it to both make sure she works and to gain an understanding of carriers in general. Keep in mind that she also is not an operational carrier.
So it's basically a 30 year old ship that has wear & tear VS a 5 year ship that was extensively rebuilt and barely has any mileage.
