The proliferation of body armor, and military grade exoskeletons, will allow soldiers to carry more ammo, and to be covered with more plates.
10mm WILL replace 9mm, as 9mm lacks both penetration, and terminal effect.
The implementation of airburst Grenade Launchers, will dominate combat past 200M.
Urban/Space Station combat, will see that bullpup rifles become dominant.

Ground combat will keep metal bullets but replace brass casings with degradable (or even flammable, if stable) casings for lighter weight.
Space combat will use frangible rounds for the first 5 years of its existence, after which laser weaponry will be implemented. The main obstacles for that are power (solar is more efficient and plentiful in space) and atmospheric dissipation of photons (which doesn't happen in space). Plus, when it costs $10,000 to lift 60 rounds of 5.56 plus magazines to low earth orbit, energy weaponry will rapidly pay for itself.
As a result, body armor will be focused on heat dissipation and nonreactiveness to light rather than kinetic stopping potential.

Energy weapons have multiple issues.
1. At current technology, 30 rounds of 5.56 NATO VASTLY outperforms, any energy weapons.
The weight of batteries, coolant, and the weapon itself, is far heavier than a super lightweight M4 with polymer ammo.
2. Penetration. A laser weapon transfers thermal energy to the target. Spacesuits, are VERY good at insulation. Also a aerogel layer in the suit, or ablative armor will make lasers near useless.
3. Reliability.
Guns work. Until lasers are made grunt proof, it would be stupid to issue them in combat, see the M16 in Vietnam for example.

When the energy capacity of a battery versus its weight has a better ratio than that of gun powder, then energy weapons will be considered more than a joke.
I'm not saying it will never happen, but anyone would opt for a traditional rifle of any kind over a laser that fires for 10 seconds and requires a 50 lb backpack loaded battery.
So, which would be more practical for riot police:

It's a cool idea, but I wonder how practical it is with tungsten carbide rounds like M995 and M993. Those things go right through level 4 plates, and need 25mm of HHA to stop. It might not be practical to have enough armor to stop these rounds that can be fired from conventional rifles. Next time two industrial powers go to war I think we can expect their body armor to not do a whole lot for them.
