If we're just discussing their military leadership, then Stalin. He didn't labor under impossible delusions and let his generals work after they began recovering from his earlier purges. Hitler's invasion plans were delusional at times, he constantly kept his generals from doing their job (no retreat, ever) and appointed a retarded chicken farmer as commander. It got so bad that the Brits stopped trying to assassinate Hitler because if he died, a competent leader may have been put in charge.

Stalin at least learned that his direct input was fairly disruptive when it came to strategy, sure he still did it on occasion but as the war progressed he would often defer to his generals (though he preferred a handful over the rest). Hitler never stopped trying to be a general and the fact that his HQ had an incredible ability to communicate to the leadership near the front meant that he was always fighting his generals.

Hitler really failed to make any military leadership improvement through the duration of the war and was overly confident due to the early victories in France, Norway, and early in the invasion of the Soviet Union. Hell, his own generals wanted to kill him because they thought he was losing them the war, which he was.
