The working definition of a wildcat cartridge is that you cannot walk into a store and buy it in a box. At the very least, a casing from a standard cartridge must be altered non-factory (custom) dimensions and hand-loaded for the round to be considered a wildcat. Some handloaders go so far as to cast their own bullets in unique dimensions.
Calling .17 HMR a wildcat is like calling buying a suit from a boutique or obscure brand and saying it's bespoke. Just because it's somewhat uncommon does not make it custom-made.

The .50 FatMac was based on a 20mm vulcan case. Origianlly for target shooting it saw some use to generate high velocity impacts for armor testing.
