Go with the Bersa, the only Taurus you should have any trust for is their Beretta 92 clones, those typically manage to be ok.
The Bersa is basically on par with a typical Walther PPK made today, though with nicer handling, and also available in the Plus model, which takes flush fitting 15rd magazines, quite good for a compact .380ACP pistol

Their Magnum revolvers seem ok, given that you can't get away with selling high powered handbombs to people, but their small .38's and whatnot all seem incredibly shoddy and chintzy to me, shit like bad finish and timing issues, as well as shitty firing-pins.

To be completely fair, it was only the Brazillian police who had trouble with their 24/7 pistols with a dangerous sear, requiring only a very gently bump or rattle to discharge, (how the recoil didn't just end up continuously tripping the sear and making it run away like a terrifying machinegun, I don't know).
I've heard from Brazillian posters that Taurus sell shittier products domestically, and make an effort to make them nicer for export, meaning if you had a bad experience with a Taurus pistol, or if you thought MagTech ammo was a dirty and shitty brand, chances are really high that some poor Brazillian who fought hard to get a weapon's permit is having a much worse experience than you are.

If you want a cheap .38 snub, consider an Armscor M206 instead, it's a clone of the old Colt Detective revolvers.
Though the Bersa is really the best choice here IMO
