Air guns are pretty okay but they can end up being as expensive as a real gun, check your local laws to know what muzzle energy you can get for them to not require any paperwork.
Italy and Germany have 7.5J, France has 20 and UK have 14 if I recall correctly.
Other than that, there's obviously bows/crossbows and slingshots, I think those are unregulated everywhere.
Airsoft is shit and expensive, the only advantage is that looks like a real gun and you can play pretend to be a tacticool operator while your wife gets fucked by some refugee.

If you're going to go nerf look into NIC style homemades. Can hit 150FPS muzzle velocity which is pretty respectable for foam. The cheap way of getting good performance is a modded nightfinder.

I hear these "red riders" are fun BB style toys.
