Set a flathead screwdriver on the edge of that thing and give a sharp rap with a mallet.
The inner seal is designed to be taken out with a screwdriver. You can see the break between the two pieces of metal. Easiest thing to do is just puncture it and pry it the rest of the way out with a screwdriver.

It's still made and issued, CLP doesnt hold up as well as LSA and the MK19 specifically calls for LSA, break free was meant to cut costs so they invented a all in one oil/cleaner.
