We always talk about Infantry SF but who are the global Operaters who Operate in Armor? Is their such a thing as a nation who has a special type of Tank crew that could be considered Operator tier?

No, you sit in a steel box and shoot shit, usually in a group.
You see, "Special Operations" is a term for operations that are separate from conventional warfare in some way.
This typically means things like raids, reconnaissance, and other small scale actions.
An armored crewman is almost certainly going to be involved in a large scale conventional engagement.

There are no 'more elite than others' tankers.
There are no tank units with a special-only role that other tank units don't do , or at least try to do.
There are only tank units that have higher degrees of standards, training or equipment over their opponent units.

Back in WWII I believe heavy tank units were considered 'more elite'. Atleast by the germans, naturally they did the same sort of operations but were considered more capable, compare rangers to a normal infantry unit for example.
