I'm not taking the time to find the URL, but Google up "Why arabs lose wars". Paper done by some-guy-who-mattered-that-I-can't-remember, looked at the effectiveness of Arab armies. Basically their cultural of tribal rivalry and a sense of "if only I know something, it makes me more valuable". Units from different branches won't work together (because generally each branch is run by a different family/tribe), knowledge about how to maintain equipment doesn't get shared, etc.

Arab armies are undermined by endemic ethnic issues (not necessarily religious, so bombing the Muhammed out of them won't help). Antagonistic tribal societies, heavily hierarchical organisation with zero initiative or responsibility, obsession with keeping and saving face, and a snobby scorn for technical subjects. You can't solve these problems without stopping them from being Arabs.

The main issue is that Arabs never understood, or had any affinity toward, the nation state. Virtually every strong and stable military force in history was either instrumental in founding the nation state or an intergral part of it. European nations had entire classes of people that believed, to the death, that:

Arabs do not have that. Why they don't have that is a matter of some debate, but the fact is that they don't have it. They probably never will have it.

You can write things about how they're perverts and hate technology unless it's got gold plating, all of which may be true, but the core of the problem lies in the Arab inability to support the nation state and the people within it.

Not true. Arabs are quite the zealots and have no problems giving their life for what they believe (it also helps that Islam promises a lot for martyrs).

The problem is, they used to be divided into very small tribes for so long, that even Muhammed couldn't really get them out of it, and once he was dead they started to divide again and killing each other, and they never stopped ever since. So their affinity towards their own kind, so to speak, doesn't extend enough to form a organized army.

Restratification is the only way to do it.

Right now, they have tribal alliances that run along family lines. The Halabis, Hashemites, Sauds, Yemenites, Levantines, Hedjazi, etc.

All groups are mutually antagonistic, and non-cooperative. They're politically more Balkanized than the Balkans.

The thing that could bring them together is a common enemy. So unless the Persians feel like fighting them again, they will stay ununified.
