Start looking at your local armslist. I see people selling nuggets and 1-2 cans of surplus for around $350 regularly. Buy it all, sell the rifle, get several hundred rounds for 50-100 bucks. Or just offer to buy the ammo. That works sometimes too.
I've gotten approximately 1200 rounds of surplus for $250 in the last month.

Meanwhile the current prices are something like $250 for a nugget, ~$300 for a decent mauser, and $450+ for a good SKS. Ammo is also around ludicrous prices like .40 cents a round for 7.62 and .50 cents a round for 8mm mauser.
