INS actually willfully sets up deals with large scale farms in which they'll come in once a month, "catch" a dozen or two illegals, then turn a blind eye to the other 200 working there. Immigration gets to meet its quota of captured illegals, large scale farmers/factories get to keep their cheap labor, and Americans get cheap food and products.
