I'm for true national defense and foreign noninterventionalism, which is why I advocate a nuclear program and a coast guard for mostly economic and rescue purposes. I consider .303 and .308 to be just about the same level. With the same barrel length and same bullet weight, the difference in velocity would likely be within 100 ft/s, I figure.

Mk.VII Ball .303 is 174gr going 2440 ft/s from a 25" barrel
M80 Ball 7.62 Nato is 150gr going 2800 ft/s from... either a 22" or a 24" barrel. .303 from an MLE is probably ballistically the same level as .308 from a barrel of 20" or shorter. If using a P14 instead of a Lee Enfield, you can basically even overload .303 to what would be considered 'dangerous'. That Mauser-esque action (though if anything possibly stronger due to the safety lug being that meaty bolt handle) is much stronger than the Lee bolt's two rear locking lugs.

This is a semi-tough question these days, it depends on what you want more I think. An SKS makes a better starter rifle because ammo is a little cheaper, the rifle itself is cheaper, as >>31872884 mentioned it's easier to take apart for cleaning, and there's no gas adjustments (this can be a major pain in the ass). HOWEVER, SVT's are getting rarer and rarer by the day in this country, because imports from Ukraine dried up pretty badly after the war started. So if you absolutely have to have an SVT in your collection, it would be best to get it sooner rather than later, prices are only going up. The one place SVT prices are relatively stable is the used market on CGN. I will personally say that I enjoy shooting my SVT more than my SKS, but my SKS is the rifle that I trust more and is better for the woods in general. I would suggest getting both eventually but what you get first depends on which you like or want more.

Gotcha. So, short answer is no, you don't have to spend that much on a decent AR. Only place I know of that still has the norc AR15s is Lever Arms, for $800 (after tax and shipping). From all I've read, they're stupid reliable guns, people have put thousands through them without malfunction. The triggers feel gritty, but are serviceable (and easily replaced), the front sight blocks are apparently impossible to remove, and people often have them cut off, and from what I've heard the delta rings aren't quite to spec, so if you get a different handguard it may require some filing to make fit.

If you want american made, you can get an M&P 15 Sport 2 from I Run Guns for just below $1k after shipping and tax, they're one of the more budget AR options in the states, and are supposed to be very good, high quality guns for a decent price.

Pic related. One of the targets saved from my first range day with it, at about 46m from a rested position on a bench using american eagle AR223. The non circled group is the best group I've achieved so far. That said, I'm a fairly new shooter, have shit upper body strength, so I don't claim to be a marksman or anything, it's the only really good group I've shot so far, the circled group is what I typically get, but like I said, there's a good chance it's me and not the gun.

I just heard about it in the past week, but from what I understand they declared bankruptcy well over a month ago. Although I'm not entirely clear on why things were going so poorly for them, it's not a total surprise. Place was pretty slow most of the time. I have heard their customer service wasn't exactly stellar, and their prices were never very competitive, so maybe they were doomed with SAIL being all shiny and well-stocked and then a Cabela's popping up on the west side.

It is still kinda sad for such an old business to fizzle out like that, and it does suck, purely from a consumer's point of view, to see them out of the race. And now I have no local source for crates of SKS food.

The most basic firearm design you'll find that isn't a muzzle-loader is a break-action.

The least powerful commonly used round today is the .22 LR.

The least costly firearms you'll find are going to be used single-shot .22's. You can get an old single-shot bolt-action .22lr Cooey for under 100 bucks.

But it's not like a 7.62x39 will break the bank or your shoulder.

SVT40 (kicks much softer than nugget, about as hard as an SKS), ammo isn't quite SKS cheap, but nevertheless it's fun to shoot a self loading 54r rifle which weighs and kicks nearly identically to an SKS. Kind of exotic imo and already in the process of drying up with the prices notably rising ($200 around 5 years ago, $375 before taxes at lever arms about a year ago, and $400 before taxes last time I've checked a few months ago). If you can care for it and learn how to adjust the gas system effectively and learn which ammo it eats worst and best, you will have a fun time.

I like shooting it more than my SKS desu
