Small lockpick set
Pen light
Those stayed on my person. Then i had my backpack, which always had:
Basic screwdrivers
A bigass maglight
A hammer
And, depending on what i could see, i would throw in a small set of bolt cutters (other guy carried the big set with him), and have someone bring in a slim jim and short crowbar. In one VERY extreme situation we had to source a tiny pen torch to do some very fine melting, but thats really it. Applied properly, with those tools and things we found nearby we never faced something we couldnt get in.

I keep a Firehooks Unlimited 20" mini pro-bar and a Zak Tool Mini-Halligan (pic related) around. They work well together for pulling lock cylinders and busting padlocks as well as general prying, ingress/egress.

Many of these tools will still take down heavy doors. The DEA (falsely) raided my house when I was in highschool and we had a good old solid wood door, it was still smashed in fairly easily. You need a good door, good lock, and reinforced door frame if you want to stop shit. Also, seemingly-thin metal door can flex and bounce, absorbing a lot of the shock from a ram. Breaching rounds are powdered metal held together with wax or some other binder. On impact the energy is transfered and the binder is broken. As a result you end up with metal dust and the energy of the slug being transferred into the lock.

1. Use the proper shell (breaching shell, which is powdered aluminum and/or fine graphite with non-encapsulating felt wad)
2. You don't stand directly in front of it and shoot at it at a 90* angle, you stand off to the side and hit it at an angle (this is just as much to prevent ricochet as it is to prevent getting shot through the door)
3. You don't have much if any exposed skin, you're wearing body armor and eye protection

Order them online. No. 9 birdshot can be used on most residential door jambs with only slightly more risk, buckshot or slugs can be used on heavier commercial door jambs. You angle the shot so that it hits both the latchbolt/deadbolt and strike plate. SOP is to put two rounds into it just to be sure. For padlocks you want to fire straight down onto the lock body between the shackle holes. This is where you really need the breaching slugs because that's gonna create some serious spalling. Even then a groin protector is a good idea.

Case hardened steel will put a dent in your bolt cutters friend. Yes a blowtorch makes short work of that but most entries you want to make are fast and preferably not noticeable

I'm surprised nobody has mentioned this piece of glorious steel yet. Halligan bar. Bend, pry, twist, break and pound all in one package. The spike is for breaking locks, the adze end (not forked) obviously pries. Typically 30-36 inches long, and paired best with a sledgehammer to really drive it home. It will make short work of most locks, twist off the hasps, makes a decent cudgel, use it to pry or twist off hinges, and it can even pry open car doors. Not easily on that last one, but the look on my training officers fave when I did it was worth it.
