An ABSOLUTE MADMAN has taken control of one of the three major nuclear powers (Russia, the US, China). They have decided to take a hardline approach on everything, and use their nukes to back them up.
They decide they want some oil, and so they send solidiers into Iraq to take it over. Not just to "liberate" or nation build, but to actually take control of the country, seize the oil production, and massacre all who oppose them.
They begin projecting force all over the world. Testing nuclear weapons in violation of International Law, sending troops into weaker countries whenever they feel like it, massing their population into an enormous war machine.
Every time they are challenged by the UN or the other military powers, they simply threaten to blow up the world unless they remain unopposed. A crazy sonofabitch like him would actually do it too. The UN tries tariffs, but again he simply threatens to annihilate any country that cuts off trade.
So the question is: how do you deal with someone like this?
It's actually not such an implausible scenario, in fact the only reason it hasn't happened yet is because the people in charge of the great powers have been relatively reasonable, rational human beings. But in the future this might not always be the case. The longer time goes on, the higher the probability that a nut gets in. In 100 years? In 200 years? In 1000 years? It's going to happen eventually, it only takes 1.

Stop no, fuck senseless yes, just look at how far behind the curve they are because even channeling a significant proportion of their resources into the program there's only so much you can do with so little.

Russia comes the closest but would still be hurt if NOBODY was willing to trade with them, both the US and China are massively reliant on global trade and would have their economies shredded by a full embargo.
Of course this doesn't mean they cease to be a thing overnight but they would have little choice but to either back down, accept a fucked compared to current levels economy or continue military aggression against the entire rest of world combined. Unless there exists a staggering imbalance in nuclear capability this likely leads to a combined first strike from everyone else once it becomes clear there is no negotiation possible and the aggression is just going to keep continuing. Only way to 'easily' avoid this is if there's a relatively small leadership responsible for these policies that could be eliminated without going nuclear. If the whole country supports these policies and any replacement is going to be of the same vein but more pissed because you just blapped their predecessors then enjoy that global shitstorm to take them down.

Plan b: divide the nation against itself by stoking racial/religious/political splits, supply weapons to the radicals of as many sides as pos through cutouts.
