The movies' concept is that the purge came in to improve the economy. It succeeds by killing off the poorest hampering the system with welfare. It also stimulates job creation. First movie protagonist was a purge house security salesman. Also someone is making bank selling class iii weapons. Then of course construction to repair buildings and infrastructure.

The movies also goes into the psychological benefits. For 12 hours people can vent all of their potentially destructive tendencies. By doing so makes the populace generally happier or at least content. This, combined with the primary targets being poor and typically minorities, lowers the crime rate through out the year.

So it's not a case of criminals going rampant. It's more of a poor class and race purging. 2 also added spooky government plots.

As a prison worker for many years and a current training officer, I can tell you it is much, much more common to get people that are too soft and not prepared to handle inmates, even minimum security ones. It is much more common to have to bend new officers to be harder, like tempering steel, than it is to force them to be softer.

If all crime was legal, it would basically be like a huge sports event, where looting was the main thing. Large groups of armed gangsters avoiding each other, and sometimes fighting over loot turf.

Pedophiles would gather in rituals where they daughterswap, and a vigilante group would be trying to track them down. These vigilante groups would be smaller than the groups of pedophiles, as most people would choose the path of least resistance.

Huge drug deals would go down, and it would be the one day in the year where drug dealers could stock up on their supplies, but also the one day where every competing drug dealer would have a chance to rise up by stealing from a competing cartel, since they know exactly which day in the year the trade goes down.

I also thought about the idea of hitmen who operate once a year. LIke, they have a list of contracts that they have 12 hours to complete as many as possible. Since people want folks dead and they want as many people trying to kill the target as possible, it becomes like a hitman competition, where the fastest one gets the money, and you have high powered hitmen that try to get the multimillion dollar contracts completed and you have the little guys who try and complete as many small contracts like rival gang members, drug traffickers, and local businessmen as possible.
