That's not what militarized police means.
I did my thesis on that exact subject when I went there.
The federal police is pretty militarized, but local and state polices are poor third world tier mostly corrupt cops in narco areas.
The federal police is not numerous enough to make up for the corrupt locals, and they do have some problems with corruption too, so they resort to sending the military with powers of police.
