Not even close to 40 megaton in reality considering the warheads would be less than a megaton each.

Anyway the claim is accurate...

The individual warheads can spread out on an area the size of France during reentry into the atmosphere. You remove a dozen of the most populated urban centers in France all at once and the country is gone.

France has nukes too though, the threat is pointless.
