It's a photoshop, but pretty much accurate.
Ex-Soviet carrier, rated for 29 kts and it's doing something like 10. The smoke indicates incomplete oil combustion in at least one, if not multiple boilers.
This ship badly needs a full refit, but likely due to defense cuts they're shipping with what they got, and will jury rig it the whole way and back. Typical Russia, really.
