Buy cap & ball revolver (they're not regulated the same as handguns). Pic related is a double-action .38 Special revolver converted to a percussion cap revolver.

Each chamber is loaded with powder, a conical .357 lead bullet, a wad, and then you put a shotgun primer on each chamber's nipple, put it in the gun. Ta-dah, you now have a six or seven shot, .38 caliber double-action revolver.

I mean you can still get into shit for shooting someone in self-defense with it, but at least it won't be a weapon's charge on top of that, and it's a gun you can freely and easily practice and enjoy on any range without issue.

IIRC they have a shall issue permit system for black powder guns and modern pump/double barrel shotguns, and a may issue system for manual action centerfire and semi auto rimfire (you need a reason to own one but I think you can use hunting and sport shooting as a reason). You can only posses so much ammo at a time and the rozzers need to come in your home and make sure you have a safe to store your guns and butter knives. Handguns are completely banned (except for those Frankenstein 3 foot long revolvers which fall under the same type of license as rifles).
