Let's start with what the bullet would have to penetrate to kill the animal. Since there are no dinosaurs left, we'd have to look at their close living relatives. That would be birds and reptiles.

Birds have very thin skin that is covered in several layers of feathers. Those feathers are heavily modified scales, and you can think of feathers like scales, which differ wildly in toughness from bird to bird. Since birds evolved from lizard hipped dinosaurs (raptors, t-rex, etc.) hunting a velociraptor would likely be similar to hunting ostriches, although since scales are much more dense than feathers you'd probably need a soft tip or FMJ bullet to effectively pierce the skin without expanding completely on impact and dealing only minor damage (which means that you'd probably be the target of an incredibly angry predator).

Hunting bird hipped dinosaurs (like in OP's pic) would likely be similar to hunting giant alligators. Since there are no known descendants of bird hipped dinosaurs, knowing what their skin was like is incredibly difficult, but speculation can be made. A triceratops is a huge animal, and megafauna need tough skin to protect them when they lay down, walk, and fight. Despite the similarities in size, I don't think their skin would be like an elephant's, only because mammals have much thinner and more flexible skin than reptiles. I believe it would be similar to an alligator's because of the ancestor/descendant relationship that dinosaurs and reptiles share. For this, I'd say if you're hunting triceratops you'd need at least a .308 or 30-06 fmj round to deal enough damage to kill it instantly. Shot placement would be crucial.

The closest thing I can think of would be an alligator or crocodile. I remember reading an excerpt by Teddy Roosevelt where he fired at a crocodile in Africa with his hunting rifle (cannot remember the caliber, but it was probably smaller than a 30-06 simply because of the limited technology of the time) and it bounced off of the creature's armor. Scale that up several times, and I imagine that you will need something with large penetrating power in order to get not only through the scales, but the skin as well.

On a side note, ankylosaurs stand with their legs facing down rather than out, so you might have an easier time getting to their soft underbelly. I, personally, would do it from a treetop or somewhere I don't have to worry about being clubbed to death, however. I don't feel confident in my ability to take down a creature like that.

No. To make a long story short, dinosaurs existed in a time with much greater predation and larger predators. Elephants don't have too many things to worry about constantly. So they are more vulnerable, relatively speaking.
